Call to Order

Pat Richards, Chair, called the meeting to order at 8:05 a.m.

 

Review of May Minutes

The minutes were reviewed from the May meeting.  Charlie Downs motioned for approval, with a second from Mittie Bond.  All voted in favor.

       

Vacant Building Ordinance Update

Mara Perry gave an update on the Nuisance Code.  She stated that she was looking at how to amend it so that we can integrate our requests into the existing code.

 

A lengthy discussion ensued about the Vacant Building Ordinance and what part or parts of it might be of concern to the Council in passing it on 3rd reading at the upcoming meeting. 

 

Chalegne O’Brien suggested that we should look at the commercial assessment not just within the City but with other cities as a way to bring in revenue as alternative to get our businesses to attempt to fill vacant buildings with operating businesses.  If these commercial property owners are paying taxes on the value of their property as opposed to their gross receipts, it would incentivize them to get their vacant building operational.  Mayor Welch suggested involving the school districts and the St. Louis County Municipal League.

 

Explore Webster Groves Request for Listing

Mara Perry indicated that the Shoppes at Old Webster volunteered to host listings for commercial building vacancies on their website for up to 6 months with the possibility of renewing the listing.  This would include property for sale or lease.  The City is also looking at how to make this a part of the Explore Webster Groves website.

 

Window Coverings

Discussion ensued regarding how we could encourage vacant buildings to use attractive window coverings.  It was suggested that maybe each taxing district could have 1 business each to do one and could fund the cost of the window coverings.  Other suggestions included placing advertisements of operating Webster Groves businesses or business logos in the storefront windows.  Mara Perry will check on this as it might violate the City’s existing Sign Ordinance.

 

Other

Rebecca Olson spoke about the Costume Santa Claus run that the Chamber of Commerce plans to host on Saturday, December 1st.  She discussed the mission, goals, and requested input from the Business Development Commission on the time schedule of the run, etc.

 

 

Next Meeting

The next meeting will be held on Thursday, August 23rd, 2012 at 8:00 a.m.  One of the topics will be on Assessed Value Calculations for Commercial Properties and Chalegne O’Brien will provide some background information.
